Diamond FX Neons Empty Diamond FX Neons

I read online that the DFX neon colors are considered for "special effects only". Does that mean that they are NOT FDA approved for use on skin? Does anyone use them the same way as the rest of your paint, and if so, have you had any trouble with them?
