DFX neon White. HELP!

I have a few neon colors and recently got a neon white. The problem is that it wont seem to activate. I have tried many different water consistencies as well as a few different brushes and even had a fellow FP'er friend play around with it. I am wondering if I got a bad batch. It will pick up some paint but looks very very thin or faded. . Is this how it is supposed to be? I understand it will not look like regular white but I honestly think it just looks BAD. Please help.

you aren't supposed to see it, except for under black light... It is the way it is supposed to be. I painted at a club and used that a lot... People were going into the bathroom and shocked that they couldn't see anything on their face in the lighted bathroom.

I haven't tried it but remember reading somewhere that you can layer it over regular white if you want to see it?
