Yeah as an African American and with the majority being the same where I'm located. I really took skin complexion into mind when ordering my paints. Use sparkles, metallics, and really BRIGHT colours.
Snaz Sparkle Turquoise looks amazing on black skin, as does gold and bronze.

When I first started painting, I almost quit because I felt like this type of paint wasn't made for our skin type. African American skin is so many different tones that just because it works well on one doesn't mean it's going to work well on others. For me, learning to paint on African American skin has been as much as a journey as learning to paint itself.
After two years of painting lots of very dark skin, I must say that 1) Mehron Starblends have become my best friend. If you base the area you plan to paint with white starblend powder first, you can paint your designs in normal colors on top of it and the colors will pop more. 2) If you sponge on paint and it looks blotchy because you can't get an even color, let the paint dry. Then use a smoothie or the lollipop sponge thingy to go over it with the same color starblend and it will even out the color. 3) Red seams to fade away once it dries completely, so I am sure to put white starblend underneath it.
This is my grandbaby! She and I are the same skin tone. Her butterfly was based with white starblend. You can see it around the edges as I normally clean away excess but didn't. The one on my face is very bland as I didn't use the starblend white base. I don't normally paint butterflies that big but that is what she asked her MeeMee for. Her identical twin sister wanted a tiger. It is starblends but not with white base.

Meemee, I love your butterfly! And your tiger... I only have the white and black starblend at the moment but I might have to get an orange and yellow for tigers!

Meemee, these faces are wonderful. I love starblends, especially for spider man, puppy faces, and tigers. I used starblends working at our fair and they were great. Made these faces faster to do and it was a hot sweaty day. I only carry white, red, and orange.

Well, I think you can use the cake used in your avatar. Colours look similar.
