Glow in the dark - is this 'neon'?

Hi everyone,

I've not worked with colours that glow in the dark, yet! Do paints that are described as 'neon', glow in the dark paints...under UV light.

Basically no makeup just glows in the dark.
Neons can be dayglow bright on thier own, most are, and then they react under UV Blacklights to "glow" a bright vivid color when in the light.

Mist makeup sold as neon is bright all on it's own.
