Has anyone ever used tattoo stenciling for detailed face painting?
I'm just curious if this has ever been done before.

Answering late... but better late than never!
Like a glitter tattoo stencil? I can't see that working, all that time to stick it down and then you're wasting a stencil! Better to stick to ordinary stencils... I could be wrong though (won't be the first or last time ) you never know!

Like how they copy a design & apply it before they start inking/needling the tattoo? That would be interesting...

A coloring page/color by number for face painters.
You could even market it like those "sip & paint" nights...

This is easily and commonly done for body art. A bit tricker but possible for face art.
I do a big festival where each day I body paint one of the coordinators. All the festival goers, staff and music artists pass by and see him throughout the day. My booth is very busy morning into night. Once I open I am moving! So often I predesign his look which I transfer onto him and paint in. Helps me have a powerful and great design but speeds up the process.
