Getting my Domain name, Help please :)

Hi there, I am getting ready to buy by domain name on godaddy.com and there are a few things I am confused about.
There is a box for certified or uncertified, what is this for?
There is a hosting this domain elsewhere choice, is this for my website page, can I do this after or do I need to do it right now.

Yes, you can host it elsewhere if you like and you can change it later if you like.

I must say that I didn't get past the checkout page.... I didn't want to commit without seeing the lower cost go into effect.
