can't post to gallery - "storage limit has been reached"

tried to upload pic to my gallery but got a msg that "the storage limit has been reached".  true?  i am doing this on my cell phone, does that make a difference? thanks

This has been a known problem for awhile. The gallery is full and no one can add pictures.
