I am very interested on getting in to body painting. can anyone recommend a book that will help me learn where to start a design and how to plan one out?

I can't think of a book, but I love the mark reid dvd's on painting jeans

There are books about bodypainting but not too many that are really how to books.

Joanne Gair's books are great but not instructional. The Sports Illustrated book about her work has some articles about the process written by a reporter observing.

The World Body Painting Association has a book
Bringing Bodypainting to Life, A guide to the World of Bodypainting which has some instruction but mostly features many of the world champions and their work.

There are some books about airbrushing that have a lot of detail and instruction but they are specialized airbrush stuff.

And there are several books put out by world class body painters but are showcase/coffee table books as opposed to instructional.
